OAALJ Board Meeting Minutes

February 12, 2003

Board members attending: Steve Rissberger, Bruce Black, Skip Russell, Alison Webster, Kevin Anselm. Also attending: David Marcus


Treasurer’s Report: A check for $2,500 representing the OAALJ proceeds from the November 2002 conference was received from Willamette University. Current balance in the treasury is $10,244.29

Minutes: Deferred until next meeting. Kevin agreed to take minutes for today’s meeting since Monica could not be here.

Legislative and Rule Committee Report: The committee met and discussed the proposed Model Rule amendments. Skip is preparing a draft letter to Christine Chute outlining several concerns for the committee to review.

Newsletter Deadline: Bruce established a deadline of February 21 for articles. Assignments include: Bruce - article on the Administrative Law Section executive committee; Skip – Summary of proposed Model Rule changes; Alison – Casenote; Steve – Oversight Committee and pending legislation; Kathy – annual meeting summary; David – NAALJ national events and new committee summary

NAALJ/OAALJ Relationship with Willamette: David is our liaison with NAALJ. The national focus is on ALJ training initiatives, including distance learning, public education about administrative law processes and law school outreach. David proposes an effort to expand OAALJ outreach within the state by establishing a speakers bureau that may send interested ALJs to speak to service and civic organizations, schools and other groups. There is also a consultant on retainer by NAALJ who may be available to speak to groups as part of the national outreach project. The group discussed the importance of maintaining an ongoing relationship with Willamette, bridging the sometimes lengthy gap between conference planning, particularly in light of Willamette’s new certificate in government/administrative law program. David agreed to be the liaison with Willamette, and plans to meet with David Kenagy soon to explore options for additional joint venture work with Willamette in the area of administrative law.

National Meeting – The annual OAALJ meeting will be in Orlando Florida in the fall. Be sure to look at the website for information. The mid-year meeting will be in Chicago from May 29-31, 2003. There may be an opportunity for some scholarship money for state representation through Lexus/Nexus and challenge grants for both meetings.

Membership privileges/memberships new and renewal: Membership is currently at about 40. What can we do to encourage membership? The group discussed applying some of the ideas presented as part of the NAALJ/OAALJ outreach project. Skip suggested an Inns of Court type format where small groups prepare presentations, then make the presentation at a one-hour dinner meeting. Participants have the networking opportunity as well as earn CLE. Perhaps we could do three presentations per year at a nominal cost of $15 (perhaps at someplace like the Northwest Roth’s). Skip may have the first presentation ready to go in the form of an Implied Consent video tape.

Kevin offered a draft marketing piece summarizing the benefits that members receive based on the discussion at the last Board Meeting. Bruce asked that the information be included in the newsletter.

Website – Steve planned to talk with Bill Young, the web master, about maintenance and enhancement of the OAALJ website. The Board authorized Steve to waive Bill’s dues if Bill agrees to continue working with the website. Kevin offered to work directly with Bill to provide him with information the Board thinks would be helpful to have on the website, including meeting minutes, etc.
