OREGON ASSOCIATION OF ADMINISTRATIVE
LAW JUDGES
Present: Steve Rissberger, Jane Clink, Monica Smith, Cathy Coburn, and Daina Upite. The February 24, 2001, minutes were approved. Daina reported the receipt of a check in the amount of $1,940.53 from Willamette University for the December 2000 conference we sponsored. Discussed reactivating the legislative committee to track bills of interest to our organization. Steve Rissberger will speak with David Marcus and Bruce Black to see if they are interested in doing this. Steve will also check with Jeannette Fischer for list of bills that impact us. Discussed whether organization should take position on bills currently pending that significantly impact us. Example: the one making the chief hearing officer independent of Employment Department. Board members were in support of this bill but no decision reached on whether or how to convey that. Steve reported on the results of his research for his article in newsletter regarding Employment Department classification study. Steve does not believe ALJs salary will change as a result of the study but he proposed an editorial for the newsletter. All members reviewed the article and unanimously approved its submission. All articles must be submitted to Bruce by Wednesday, April 11, 2001. Daina will just give an update in the newsletter on the new hearing panel rules as there is not much more to report at this time. Jane reported that she has yet to hear back on her inquiry as to whether we can email OAALJ members with organization information. Discussed what position if any we should take on OPEU union efforts to raise ALJ classification to level 31. Discussed compromise where we assist them in return for their assistance with helping us implement a tiered system for ALJs. Cathy will be writing up a one-page information sheet about our organization for new OSB admittees. Cathy, Steve and Daina reported that Salem area ALJs have their first luncheon meeting for local members on first Friday of March. Planned next one for May 4, 2001, at Newport Bay restaurant on Market Street in Salem. Jane and Monica will see who is interested in attending the Portland area one on May 4, 2001, and set a location after surveying where interested participants are located. Meeting adjourned to May 10, 2001 at Holiday Inn in Wilsonville, Oregon at 6:00pm. |
