OAALJ BOARD MEETING MINUTES
May 30, 2002

Present: Steve Rissberger, Monica Smith, David Marcus, Bruce Black, Maurice (Skip) Russell, and Jane Clink

April 10, 2002 minutes were approved.

Discussed whether DOJ exceeded its authority under HB 2525 in drafting provisions of AG model rules with regard to discovery. While some board members disagree with these rules as written, decision made to not pursue issue at this time while the hearing officer panel is a pilot project.

Decisional Independence: Bruce reported that the Quality Review committee submitted its final report. Bruce was not at liberty to disclose its contents or any other information concerning this topic until Tom has had an opportunity to issue a statement. Tom has plans to meet with our board to discuss this issue sometime in June 2002.

Administrative Law Conference: Date has been set for November 16, 2002, a Saturday at Willamette Law School. David provided a draft agenda and we discussed what could be removed as not enough time to cover all of the topics listed.

Tuition Subsidy to National Judicial College discussed. Decided to offer $895 to cover tuition only to Advanced Administrative Law course for one week in Reno Nevada. Only members in good standing for least two years could apply. Must also have three years ALJ experience and be willing to do an oral and written presentation. David and Bruce will do a direct mailing to our members to inform of this new scholarship with a deadline for submissions of July 10, 2002.

NAALJ - discussed reimbursing a member to attend this annual conference. David is planning to attend in Lexington Kentucky in October 2002. Tabled issue to do more research and obtain more information on David's exact costs.

Newsletter Decided to set copy deadline of July 15^th for August issue. Discussed potential topics. Jane to do article announcing winner of our new scholarship. Daina writing one. Steve R to do article on potentially moving panel out from under ED and put it under DAS. David to do article on conference.

New Business - Skip asked about prorating membership dues for member joining now. David remembered that bylaws say if join now since due again in August will go toward next year. Steve R will check bylaws and report back on this issue.

Bruce raised idea of sending newsletter to Bill Young for placement on our website.

Board Meeting adjourned to July 10, 2002 at Holiday Inn in Wilsonville, Oregon at 6:00pm.
