HOLIDAY INN RESTAURANT, WILSONVILLE, OREGON Wednesday, May 21, 2003 Present: Steve Rissberger, Maurice (Skip) Russell, Alison Webster, David Marcus and Monica Smith ______________________________________________________________________________________ David Marcus proposed The Bruce Black Award be established to honor the memory of Bruce Black who served the State of Oregon as an Administrative Law Judge for over 25 years before his untimely death in April 2003. Bruce was a founding member of the OAALJ in 1977 and was currently serving on the board at the time of his sudden passing. He has made significant contributions in the organizations development throughout his career. The award would be given to Bruce posthumously at the OAALJ 2003 annual meeting. Then each year at the annual meeting it would honor an individual based on outstanding public service in the advancement of Oregons administrative justice system. The board members present unanimously recommended approval of Davids proposal. Minutes - The April 2, 2003, minutes were referred to the board for approval by the members present. We did not have a quorum at the meeting. The website currently has no minutes from 2003. Monica will forward these to Bill Young again for posting on the website. Treasurers Report No report could be given as Dee Anna was unable to attend our meeting Newsletter It was suggested that a mail in election be used for a candidate to fill out the remainder of Bruces term as a board member. Steve R will contact some of the potential candidates suggested to see if they can do this six month commitment. Alison Webster and Andrea Sloan volunteered to take the position of co-editors for the newsletter. David Marcus agreed to write a commemorative article on Bruce Black. Cathy will do a profile of the NAALJ president. Several ideas were discussed for the newsletter. David suggested a humor section being added with politically correct stories from our own cases. Another suggestion was to do a section on a day in the life of a typical ALJ from each of our sections. A member profile could be done in each issue. Alison will ask Charlotte Rutherford if she wants to be in our first profile of an OAALJ member. Adding photos like the governor signing HB 2526 and soliciting letters from members for the newsletter were some other suggestions. Another idea was to do an article on the 20% reduction in force of ALJs. Other Business Discussion of the lack of a quorum. We decided it was an anomaly as does not happen that often and took no action at this time. David Marcus is working with Willamette Law School in furtherance of OAALJs involvement in an Administrative Law Day for students there. Discussion of special perks we could offer members of OAALJ to encourage new members and repeat members:
David suggested membership certificates and packets to welcome new members. Steve R will contact Dani our clerical person to see if she can work on these membership certificates. The board recommended approval of funds to pay her for this. Meeting adjourned until June 19, 2003. |
