OAALJ ANNUAL MEETING MINUTES A Quorum was present. The meeting was held at Pacific Hwy. Best Western, Salem, Oregon at 6:30 p.m. The meeting was called to order by President Ken Betterton. It was moved and seconded to approve the 1994 annual meeting minutes. The Treasurer reported a balance in the checking account, as of November 1, 1995, in the amount of $2,242.75. NEW BUSINESS: 1. It was moved and seconded that the Oregon Association of Administration of Law Judges affiliate with the National Association of Administrative Law Judges. To accomplish this, the proposed amended bylaws submitted, as revised at the meeting, were adopted. A copy of the new bylaws will be circulated to all members. 2. To accomplish affiliation with the National Association, an increase in membership dues to a total of $50 was adopted as the annual dues payable by active members and "associate members." The current dues structure will be prorated to allow all membership dues to become payable in September of 1996. 3. The membership passed a resolution stating that the objective of the Association was to promote standards of excellence and fairness in administrative law processing, promote public awareness and respect for the administrative law processes, recognize that citizens of Oregon are entitled to a fair, prompt, decision in contested cases by impartial, competent, adjudicators with the need to separate the adjudicatory from the administrative and policy making functions of state agencies in order to create the appearance of fairness in fact, thereby supporting the idea of a Centralized Office of Administrative Hearings as a separate and distinct agency in Oregon to further these objectives with resulting greater efficiencies and reducing costs overall. 4. Our guest speaker was Brian Johnson, Legislator for West Salem. He spoke about the need for fairness and impartiality in State Government policies and procedures. He also spoke briefly on the prospects of a central hearings agency for Oregon. 5. As a separate item, the Bureau of Labor and has a new digest of cases now available as a multi-volume cost of $400. 6. New directors of our association were elected are: Ken Betterton, Steven Elmor, Craig Smith and David Marcus.
