OAALJ ANNUAL MEETING MINUTES
November 21, 1996
The meeting was held at the Bestwestern Motel, in Salem,
Oregon starting at approximately 7:00 p.m. A Quorum was present.
The meeting was called to order by President, William Young.
It was moved and seconded to approve the 1995 annual
membership meeting minutes.
Twenty-one (21) members were present.
The Treasurer reported a balance of approximately $4,000 in
the checking account as of November 21, 1996, allowing for a
deposit yet to be made and expenses for the meeting yet to be
paid.
COMMITTEE REPORTS:
A. Membership Committee - David Marcus reported
that we have sixty (60) members, an all time high. Dues are
still outstanding for some, but should be received soon.
B. OAALJ Fall (August) Conference - Ken Betterton
reported that the annual conference was a grand success. Our
share of the proceeds, split equally with Willamette
University, was just over $2,800. Attendance was at an all
time high.
C. NAALJ National Convention 1998 - Mark Braverman
reported that the National Association of Administrative Law
Judges has voted to approve their annual conference to be
held in late September of 1998 in Portland, Oregon. The
tentative plan is to make this a regional conference
including California, Washington, Alaska, Idaho and Montana.
A committee will be formed to work out the details.
D. Communications - President Bill Young advised
that he would undertake the difficult task of improving
communications with members by an expanded use of our
newsletter. He shared some very exciting ideas.
OLD BUSINESS:
A. Ethics Code - Copies of a draft of the Ethics
Code created by Craig Smith, was not available. The
membership voted to table a decision on an ethics code and to
create a committee to consider the draft and report their
findings in a Newsletter.
B. Election - Five (5) new directors were elected for 1997.
They are: Mark Braverman, Doug McKean, Kathy Murdock, Bill
Young, and Ella Johnson.
C. Legislative Update - David Marcus presented a
legislative update regarding efforts to create a central
administrative law panel detailing the political reality for
the upcoming, 1997, legislative session. The plan is to
propose some limited form of central panel perhaps for Health
Licensing Boards and Programs. David will advise further as
circumstances warrant.
The meeting adjourned at approximately 8:00 p.m. The new Board
will meet on December 9, 1996.
