OAALJ ANNUAL MEMBERSHIP MEETING MINUTES
November 20, 1997
The meeting was held at the Quality Inn, in
Salem, Oregon starting at approximately 6:45 p.m. Sixteen (16)
members, a quorum, were present. The meeting was called to order
by Vice President Mark Braverman.
It was moved and seconded to approve the 1996
annual membership meeting minutes.
Treasurer Ken Betterton reported a balance of
$3863.33 in the checking account as of November 20, 1997.
COMMITTEE REPORTS
NAALJ National Convention 1997 - Mark
Braverman reported on this conference which he and Ken
Betterton attended in September, 1997 in Denver, Colorado. He
reported that the OAALJ is well thought of and is seen as a
model affiliate by the national organization.
NAALJ National Convention 1998 - The
excitement grows as planning continues for this national
convention being held in Portland, Oregon from October 10-14,
1998 at the Double Tree (formerly the Red Lion) Lloyd Center.
This convention, being cosponsored by the Willamette
University School of Law's Center for Dispute Resolution, is
entitled "Tools for the 21st Century" and will
include topics of ADR, ethics, case reviews and trends,
telecommuting, central panels, technology and more! The
program will include approximately twenty (20) hours of CLE
credits and very exciting speakers. It's the conference not
to be missed. Mark Braverman and Bill Young both reiterated
that they are counting on everyone to play a role and
contribute more to the planning and implementing of this

Membership - David Marcus reported
that, as of the end of the year, we have sixty-four (64)
members, an all time high. Renewals are continuing at a
somewhat slower than expected rate. David also noted that
volunteers are being sought for a number of committees.
Ethics - Doug McKean reported that a
committee needs to be reconstituted to prepare a final draft
Code of Conduct for Oregon Administrative Law Judge's, for
presentation to and approval by the general membership. One
issue still to be determined is the level of detail needed in
the Code.
Communications - Bill Young is working
on the next Newsletter and requests articles be submitted for
review and publication in the Newsletter. It was noted that
the national organization considers this publication to be
very high quality.
Legislative Update: David Marcus
reported that the Central Panel Task Force had just had its first
meeting and will be meeting monthly thereafter. He reiterated
that group's commitment to making positive contributions to the
central panel concept and stated that they will begin to identify
guiding principles for administrative law.
National Judicial College 1997 -
Kyle Hoppe, recipient of this year's scholarship to attend the
College, reported on recent developments and trends in
pre-hearing practice, computer skills and training, ethics,
writing of administrative orders, evidence, constitutional law,
Findings of Fact, stress management, and appellate review. Kyle
thanked the membership for the opportunity to attend the
conference.
OLD BUSINESS: None.
NEW BUSINESS: Election - Four
(4) new Board Members were elected for 1998. They are: Steve
Rissberger, Charlotte Rutherford, David Marcus, and Daina Upite.
These four (4) now join Bill Young, Mark Braverman, and Doug
McKean, who are continuing Board Members.
The meeting adjourned at approximately 8:15 p.m.
